Autism: California SB 764: Telehealth System Programs

On June 26th 2012, California SB764, first introduced February 2nd 2011, the Telehealth Systems Programs bill was approved by the Committee on Human Services and referred to Appropriations Committee. This bill will require the State Department of Developmental Services to work towards implementing telehealth technologies for applied behavioral analysis (ABA) and intensive behavioral intervention (IBI) for persons with developmental disabilities. These types of behavioral methods have been proven effective for the treatment of developmental disabilities, particularly those on the Autism Spectrum.

Telehealth is a remote care delivery system done via telecommunication means. Telehealth has been adapted to the computer and the use of webcams and web-conferences that can take the place of doctor visits and weekly appointments. The use of this technology for individuals with mental disabilities will allow professionals to work with individuals regardless of geographic and traveling difficulties. This technology is becoming exponentially more available, accessible and effective for the delivery of medical care.

This bill is a step in the right direction for working with individuals with developmental disabilities. The bill recognizes the beneficial effects of ABA and IBI can have on individuals on the autism spectrum as well as the place that technology has in the delivery of these services. With the strides that can be made through early intervention, the overall expenditure on treatment for individuals will decrease over time.

As of the writing of this there is no official opposition to SB 764 while many organizations support this bill as a move to provide access to needed services for individuals with developmental disabilities, specifically those on the Autism Spectrum that would benefit from the type of intervention that can be done via the Telehealth system. It is this author’s hope that this bill makes its way through the legislature and leads to advances in ABA and IBI options for individuals.

Who We Are

People With Disabilities Foundation is an operating 501(c)(3) nonprofit organization based in San Francisco, California, which focuses on the rights of the mentally and developmentally disabled.

Services

Advocacy: PWDF advocates for Social Security claimant's disability benefits in eight Bay Area counties. We also provide services in disability rights, on issues regarding returning to work, and in ADA consultations, including areas of employment, health care, and education, among others. There is representation before all levels of federal court and Administrative Law Judges. No one is declined due to their inability to pay, and we offer a sliding scale for attorney's fees.

Education/Public Awareness: To help eliminate the stigma against people with mental disabilities in society, PWDF's educational program organizes workshops and public seminars, provides guest speakers with backgrounds in mental health, and produces educational materials such as videos.

Continuing Education Provider: State Bar of California MCLE, California Board of Behavioral Sciences Continuing Education, and Commission of Rehabilitation Counselor Certification.
